Dam Safety Review

The Columbia Basin Trust, acting on behalf of Arrow Lakes Power Corporation, is soliciting proposals for a Targeted Dam Safety Review (DSR) of the Arrow Lakes Generating Station near Castlegar, British Columbia. The project involves a systematic evaluation of design, construction, operation, maintenance, and management systems to ensure compliance with the BC Dam Safety Regulation, EGBC Professional Practice Guidelines (2023), and CDA Dam Safety Guidelines (2013). The successful proponent must provide a Qualified Professional Engineer to conduct the review across four phases, including data review, field inspections, investigation, and the finalization of a report. The primary deliverable is a draft and final report submitted electronically, featuring a sealed Dam Safety Review Assurance Statement providing a professional opinion on the dam's safety. The contract term is scheduled from April 1, 2027, to March 31, 2028, with the final report due by the end of February 2028. Awarded contractors must maintain professional and automobile liability insurance of at least $2,000,000 and provide a valid tax verification letter from the Province of British Columbia. Reimbursement for expenses includes specific rates for private vehicle mileage and daily meal allowances.
