NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
This synopsis is hereby issued to announce the intent to award a sole source contract. The Defense Health Agency, Contracting Division - Defense Healthcare Management Systems (CD-DHMS) intends to negotiate and award a firm fixed price contract in accordance with 10 U.S.C. 2304(c)(1) as implemented by the Revolutionary FAR Overhaul (RFO) 6.103-1(b), "Only one responsible source and no other supplies or services will satisfy agency requirements," only one source being available to meet the Government’s needs to:

Objective:
The objective of this sole source award is to procure embedded data engineering and architecture expertise without a government-led team. This team is tasked with building a functional data ecosystem prototype within 90 days by integrating a curated stack of Commercial-Off-The-Shelf (COTS) software and capabilities. The mission requires connecting to and modeling data from numerous legacy Defense Health Management Systems (DHMS) sources, including but not limited to the MHS Information Platform (MIP), MHS GENESIS, and other ancillary systems.
Apsley Consulting Group LLC services are required to support pre-implementation, user adoption, change management, and cutover preparation activities in support of an experimental pilot for a Service Treatment Record (STR) Zero Day capability, that will help the Government determine the viability of this modality for future use cases.
Estimated Period of Performance: 180 days
The applicable PSC is DD01 IT and Telecom – Service Delivery Support Services. The applicable NAICS Code 541512 (Computer Systems Design Services) and the size standard is $34,000,000.

Responses must be submitted in writing via email no later than 23 April 2026 on 30 April 2026. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
