Data Innovations software (Instrument Manager™ and EP Evaluator®)

To facilitate market research, the Government is looking to identify qualified sources under the North  American Industry Classification System (NAICS) 541519 Other Computer Related Services. This Notice seeks industry comments to assist the Government. If you have any comments or find any ambiguities, please provide your information and comment in your response to this notice.

Responses are requested from ALL sources including Other than Small Businesses. Small Businesses, 8(a) small businesses, HUBZone small businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses are encouraged to respond.

This Sources Sought (SS) Notice is for information and planning purposes only and shall NOT be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern’s qualifications to perform the work.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre- solicitation synopsis and solicitation MAY be published in GSA Advantage at https://gsaadvantage.gov/. However, responses to this notice will not be considered adequate responses to a solicitation.

The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the Request for Quote (RFQ) will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned.

As a result of this notice, the Government MAY issue a Request for Quote (RFQ). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against the Government will arise as a result of a response to this Sources Sought Notice, nor the Government’s use of such information as either part of our evaluation process, nor in developing specifications for any subsequent requirement.

3.0       Background

Walter Reed National Military Medical Center (WRNMMC) Department of Pathology operates a high-volume inpatient and outpatient clinical, anatomical, and pathological laboratory serving military beneficiaries and their families. The laboratory processes thousands of diagnostic tests daily across multiple disciplines including hematology, coagulation, chemistry, immunology, and blood banking. These critical laboratory services directly support patient diagnosis, treatment decisions, and ongoing care for service members, retirees, and their dependents. WRNMMC clinical laboratory requires a secure, reliable middleware solution to integrate multiple laboratory analyzers with the Military Health System Genesis (MHS Genesis) Laboratory Information System (LIS). These analyzers include hematology instruments, coagulation analyzers, chemistry platforms, immunoassay systems, and blood bank equipment located at the WRNMMC Clinical Laboratory in Bethesda, Maryland. The laboratory is required to maintain continuous operations 24 hours per day, 7 days per week to support emergency, inpatient, and outpatient testing needs. Additionally, the laboratory must maintain compliance with Clinical Laboratory Improvement Amendments (CLIA) regulations, College of American Pathologists (CAP) accreditation standards, and Department of Defense quality management requirements, which mandate ongoing test proficiency, method validation, quality control monitoring, and data integrity verification. Without an effective middleware solution, the laboratory faces significant operational challenges including manual data entry errors that compromise patient safety, workflow inefficiencies that delay critical test results, inability to perform automated result validation and quality control monitoring, and potential regulatory compliance failures. The middleware serves as the essential integration layer enabling bidirectional communication between laboratory instruments and the LIS, supporting automated order downloading, result transmission, quality control management, and comprehensive data analytics. This capability is critical to maintaining the laboratory's mission of providing accurate, timely diagnostic testing that supports clinical decision-making and ensures optimal patient outcomes for the military healthcare community served by WRNMMC.

4.0       Coordination Requirement:

4.1.1.  The Contractor shall provide all Data Innovations Instrument Manager™ and EP Evaluator® licenses and connectivity drivers, installation and configuration on government-furnished infrastructure, integration with existing LIS and analyzers, validation of data workflows, user training, and ongoing technical support and maintenance.

4.2. Shipping

4.2.1. The contractor shall ship directly as directed by the authorized Government ordering officer or ordering document.

4.3. Contract Deliverables

4.3.1. Within 10 working days after contract award, the Contractor shall coordinate and conduct a post-award site visit for the purpose of coordinating schedule for equipment installation. Additionally, the installation of equipment will need to be performed in a phased process.

4.3.2. The contractor shall deliver all products and services, as applicable, unless specified otherwise.

4.3.3. Contractor shall invoice in accordance with the terms and conditions of the contract.

6.0       General Information:

To facilitate a timely and comprehensive review of all submitted responses, firms should respond using the format requested in this Notice. Any deviation from this format may lead to the rejection of the response.

If your Capability Statement does not contain any of the information below, please also provide the following:

1. 1. A brief three-to-five-page synopsis of specific examples/contract numbers of prior efforts same/and or similar to Equipment Maintenance and Repair Support services contracts performed as outlined in section IV. Coordination Requirement
   2. DUNS, CAGE Code Number, and Unique Entity Identification Number (UEID).
   3. Company name and address.
   4. Company point of contact, phone number and email.
   5. NAICS code(s) associated with the company.
   6. Company must verify if they are a Large or Small Business under the relevant NAICS. 
   7. All Small business concerns must identify their small business category (Ex: 8(a), Service-Disabled Veteran-Owned, HUBZone, Small Disadvantaged, Veteran-Owned, or Women-Owned).
   8. If your Company is an 8(a) company, provide evidence or an SBA 8(a) Case Number to identify your 8(a) status.
   9. If applicable, provide GSA schedule number or other multiple award schedule number.
   10. If different from NAICS code 541519, recommended/suggested NAICS code(s).

7.0       Confidentiality.

Do not include proprietary, trade secrets, classified, confidential, or sensitive information in your response to the Sources Sought Notice. The Government shall not be held liable for any damages incurred if proprietary information is submitted, as it is clearly stated that this type of information shall NOT be submitted. 

Additionally, the Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
