Data Migration RFI

The United States Air Force, through the Air Force Life Cycle Management Center’s AFLCMC/WVSS, is issuing a Request for Information (RFI) to identify industry capabilities for a data migration solution on the 3DEXPERIENCE (3DX) platform. The goal is to enable the secure, traceable transfer of digital assets—including CATIA, Cameo, and Teamwork Cloud (TWC) data—between two air-gapped, on-premises 3DX environments without direct network connectivity. The solution must preserve data integrity, maintain digital thread continuity, support incremental or delta-based updates at both file and object levels, and ensure migrated data remains read-only yet linkable. All migrations must occur via a Government-provided Cross Domain Solution (CDS), and contractors are explicitly excluded from managing or operating the CDS infrastructure or hosting data. The migration effort must comply with DoD Digital Engineering Strategy and DODI 5000.97, aligning with IL5, IL6, and IL6+ security levels, and contractors must support the Government’s Authority to Operate and Authority to Use certification processes. This RFI, identified by solicitation number FA283426Q0001 and posted on April 30, 2026, with a response deadline of May 10, 2026, is structured as a Total Small Business Set-Aside under NAICS code 541519. Proposals must be submitted as a single white paper via email to Capt. Landon Smith at Hanscom AFB, Massachusetts, and must include administrative information alongside a technical response limited to eight pages of text. Respondents are required to provide their Unique Entity Identifier and CAGE Code, and must declare small business status and any applicable socioeconomic designations under SBA regulations. Proprietary information must be clearly marked and segregated, and all submissions become Government property. The contracting approach, including contract type, period of performance, and evaluation criteria, remains under discussion and open to industry input, reflecting the pre-solicitation nature of this RFI. No formal contract clauses, pricing details, or delivery schedules are included at this stage; however, performance may occur at a contractor-operated SCIF, and personnel may require up to Top Secret clearance. The Government retains full responsibility for cybersecurity authorization and final acceptance, which will occur at the destination environment without reach-back to the source.
