Solicitation # ITN 26-02
The State Board of Administration is seeking a qualified firm to provide independent actuarial services for the Stanley G. Tate Florida Prepaid College Program. The primary objective is to ensure the actuarial soundness of the Prepaid Plan and to establish accurate plan pricing in accordance with the Actuarial Standards of Practice, the Actuarial Code of Professional Conduct, Section 529 of the Internal Revenue Code, and relevant Florida Statutes. The selected provider will be responsible for a wide range of core deliverables, including four quarterly actuarial valuation letters with monthly cash flow projections, one annual actuarial valuation report, and one annual plan pricing report for the designated enrollment period. Additional requirements include the development of a sensitivity matrix for material actuarial drivers, annual presentations to the Board, and the maintenance of a comprehensive continuity and data security plan. The procurement process, conducted under Section 287.057 of the Florida Statutes, utilizes a multi-phase competitive approach starting with a binary pass/fail assessment of mandatory requirements, followed by a detailed evaluation of organizational experience, scope of services, value-added offerings, and pricing. The resulting contract will include an initial term with the possibility of up to five one-year renewal periods. Beyond core valuations and pricing, the actuary may be called upon to provide additional services such as legislative analysis, fiscal note preparation, and specialized actuarial studies. All services must be supported by detailed work papers and quality control procedures to facilitate Board oversight and potential transition to a successor provider.

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Inflexxion, Inc. for Purchase proprietary data source for in-depth information on substance use patterns, including substances used, routes of use, demographic, social, legal, medical, psychiatric, and employment data on individuals being screened for or entering substance abuse treatment. Although current surveillance systems such as the National Survey on Drug Use and Health (NSDUH) and the Treatment Episode Data Set (TEDS) do provide essential data on substance use patterns, the NAVIPPRO system provides data that is not well-captured in either of these data sources or other Federal data systems. We require the data system to provide information on individuals who have other substance use disorders with or without an opioid use disorder. In addition, we require a data system that uses a validated assessment instrument such as the ASI. Our desire to purchase these data is based on an assessment of the current Federal and proprietary surveillance systems and their gaps. The NAVIPPRO system meets our specific requirements and that other proprietary systems do not. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within Thirty (30) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at qaq5@cdc.gov by 12:00 pm on July 23, 2020.
