David Clark Wireless System

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a Limited Competition basis with the David Clark Company, Inc. of Worcester, MA and their authorized distributors Aerobase Group, Inc., United Aerospace Corp., and Owl Aerospace for the procurement of a Quantity of (1) David Clark Wired 3800 Intercom which consists of the following: Ultra Lightweight Headset, P/N DC3690; Belt Station/PTT Coil Cord, P/N C35-08; Power Cable, P/N C3820; Master Station, P/N U3800; Jumper Cord Assy, P/N C38-25; Remote Headset Station, P/N U3802; Jumper Cord Assy, P/N C38-100; Headset w/ Mic & Shield, P/N H3310; Extension Cord, P/N C31-50; Extension Cord, P/N C31-26; and Quantity of (1) David Clark 9900 Wireless Intercom System which consists of the following: Headset, P/N DC9690; Wireless Belt Station, U9910-BSW; Wireless Headset, P/N H9910; Wireless Gateway, P/N U9922-G38; Power Cord, P/N 40406G-05; Charging Unit, P/N 41034G-02; AC Cable, P/N C99-14AC1; and Batteries, P/N 40688G-90. As a direct result of a Safety Investigation Report, there is a need to improve communication between the engine test cell operators and maintainers for the Jet Engine Instrumentation (JETI) and Turbo Prop Test Instrumentation (TPTI). Market Research was conducted and after careful evaluation the David Clark Systems and three (3) other intercom systems were identified that could meet the noise level requirements. As a result it was determined that the Government will procure one (1) each of those systems for testing proposes to ensure the system is compatible with existing equipment. David Clark Company, Inc. is the Original Equipment Manufacturer (OEM) of the Wired and Wireless Intercom Systems, as well as the sole designer, developer, and manufacturer of this unit and its components. As the OEM, David Clark Company, Inc. owns and retains all proprietary data rights and drawings and therefore only David Clark Company, Inc. and their authorized distributors are qualified to provide the intercom systems. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
