The Social Security Administration (SSA) plans to award a sole source contract to HPI/GSA - 2B, L.P., the current lessor of the Dallas Regional Office building, for daytime cleaning services from October 1, 2010, through September 30, 2011. This contract is necessary because certain office spaces within the regional office require cleaning during daytime hours due to the sensitive nature of the work and information handled there, while most other areas are cleaned at night under the lease agreement. The estimated cost for these services totals $47,400, billed at roughly $3,950 per month. This acquisition is being conducted under simplified acquisition procedures consistent with federal regulations for commercial items, with the justification that the required services are only available from the building lessor. SSA has posted a notice of intent for the procurement since the value exceeds $25,000, but no other sources have expressed interest, reinforcing the sole source status. Market research and cost analysis confirm the price is fair and reasonable based on past payments. The SSA will continue monitoring the market but maintains that the current lessor is uniquely positioned to provide these specialized daytime cleaning services.
