The Department of State (DoS) is conducting market research to explore innovative and commercially viable approaches for structuring Defense Base Act (DBA) insurance coverage for U.S. Government contractors operating overseas (See FAR 52.228-3 for more information). Our objective is to better understand how the insurance industry structures DBA programs, allocates risk, incentivizes efficiency, and balances pricing stability with long-term sustainability.

Solicitation # 19AQMM26N0006
The Department of State, through Acquisitions Aqm Momentum, has issued a Request for Information under solicitation number 19AQMM26N0006 for Digital Forensics Equipment. This action is part of a market research effort to identify capable vendors and refine future procurement strategies, including the determination of contract types and small business set-asides. The intended place of performance is Mexico, and the primary NAICS code associated with this requirement is 423430. Because the documents are subject to a Restricted Distribution Agreement, interested vendors must follow a specific access protocol. This includes signing a Restricted Access Request form, providing their Unique Entity ID or CAGE code, and requesting explicit access via SAM.gov. Once access is granted, vendors must adhere to strict security guidelines, including storing documents in locked facilities and prohibiting any secondary distribution or digital duplication. Responses to this RFI must be submitted as a capability statement in PDF or MS Word format via email to Eric Modrak at [email hidden]. The submission deadline is November 13, 2026, at 4:00 PM CST. This notice is for planning purposes only and does not constitute a formal request for quotes, bids, or proposals, nor does it commit the government to a future contract.
