The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, FL intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to VPT Inc., 1971 Kraft Drive Blacksburg, VA 24060 for the following items: 100 each DC-DC power supply P/N VPT30-2812S; 146 each EMI Filter P/N VPTF3-28; 50 each DC-DC power supply 5, -12 + 12 P/N VPT30-2851212T. The order will contain options for additional quantities of these components. This purchase is unsuitable for full and open competition for the following reasons. The items being purchased were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided on the Landing Craft Air Cushion (LCAC) C4N System Baseline Configuration 4 (SBC4) product specification during the product's initial prototyping and evaluation phase. These components are used in a Build-to-Print drawing package for the assembly of the Ethernet (E-NET) 1553 unit, Video Distribution Unit (VDU), and Craft Control Interface Unit (CCIU) and if another vendor's product is chosen at this point, there would have to be a redesign of the these units requalification testing. No other source for these items currently exists. Use of any other components would require extensive and costly re-testing to ensure 100% performance compatibility.
