DCGS Communications, Intelligence and Analysis Support Services

25AF/PK awarded a sole source GSA task order FA7037-15-F-0004 to Scientific Applications International Corporation (SAIC) valued at $9,669,453.16 in accordance with FAR 8.405-6(a)(1)(i)(C). The specific circumstance that justifies restriction for this acquisition is "The new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures." The original order (FA7037-12-F-0062) was not issued under sole source or limited source procedures. SAIC's GSA contract number is GS-23F-8006H. This requirement is for Distributed Common Ground System (DCGS) Communications, Intelligence and Analysis Support services. SAIC will continue to provide integration of AF DCGS applications and digital systems within, and interfacing with, the DCGS communications architecture. The focus is on global war fighting operations and weapon system support in the following key ISR mission areas: ISR applications for operations; training and exercise activities, products and support; mission planning products and support; automated data systems; emerging systems and technical evaluations. Additional areas of support required include planning, testing, and systems integration support for the AF DCGS weapon system, and systems integration management for new systems incorporated into the AF DCGS. This action is a follow-on requirement to contract FA7037-12-F-0062, which was awarded to Science Applications International Corporation (SAIC). GSA modification PS-0039, dated 9 May 2014 recognized a change of name Agreement that allowed SAIC to change their name to Leidos, Inc. It should be noted at the time the Justification and Approval (J&A) was written the Government was unaware PO-0043 dated 15 Aug 2014 incorporated a novation agreement changing the name from Leidos to SAIC. Therefore the contractor's name on the J&A is listed as Leidos. It should also be noted J&A Amendment 01 was written to allow for an increase in the total estimated value of the contract. The name on the J&A Amendment 01 and on the contract FA7037-15-F-0004 is SAIC. FA7037-15-F-0004 is for a five month base period and three 2-month options. Due to the shortened period of performance, security qualifications, and the need of highly skilled professionals, it is in the best interest of the Government to award this contract to SAIC IAW FAR 8.405-6(a)(1)(i)(C) in the interest of efficiency and economy.
