The project involves indoor cannabis cultivation, wholesale distribution, and retail sales across approximately 40,000 square feet of existing building space. The operation is designated as an environmentally benign infill project and has been granted categorical exemptions under CEQA Guidelines Sections 15301 and 15332, as it maintains the existing building footprint and does not increase energy demand beyond historical levels. Operational requirements include compliance with the Los Angeles Municipal Code and California Department of Cannabis Control regulations, specifically regarding secure waste disposal and the use of energy-efficient LED lighting. Logistics involve one to three weekly outbound shipments and three to five weekly inbound deliveries, occurring on weekdays between 8:00 a.m. and 12:00 p.m. PST. The project is situated within a designated Opportunity Zone and State Enterprise Zone, with regulatory oversight provided by the Department of Cannabis Regulation and necessary permits issued by the LA Fire Department and LADWP.
