The City of Los Angeles Department of Cannabis Regulation has issued a licensing action for Vampa Oil LLC to operate a commercial cannabis distribution and manufacturing facility at 3412 E Emery Street, Los Angeles, CA 90023, within a 2,224 sq ft existing building on a 3,000 sq ft lot zoned M3-1-CUGU. The project qualifies for a categorical exemption under CEQA Guidelines Sections 15301 (Existing Facilities) and 15332 (Commercial Cannabis Infill), with the Department determining no further environmental analysis is required due to compliance with the General Plan, zoning regulations, and absence of significant impacts on traffic, noise, hazardous materials, or endangered species. Operational parameters include a maximum of five employees with no more than two to three on-site at any time, restricted hours of operation from 9 a.m. to 8 p.m. Monday through Friday and 9 a.m. to 6 p.m. on weekends, and a limit of one daily delivery or shipment. The applicant must maintain active state licenses from the California Department of Cannabis Control for both distribution and manufacturing, and comply with all applicable Los Angeles Municipal Code sections including 104.03, 104.04, and 105.02, as well as permits from the Fire Department, LADWP, Department of Building and Safety, and the Regional Water Quality Control Board. Access to the site by DCR personnel must be granted at all times, and failure to comply constitutes grounds for license revocation. The facility must not expand beyond its current footprint or change its use, and no public or federal contract clauses, pricing data, acquisition terms, or federal socioeconomic certifications are applicable. The project is located within the East Los Angeles State Enterprise Zone but does not qualify for or claim social equity program status under LAMC Section 104.20. The Notice of Exemption has been filed and adopted, fulfilling all public notice and documentation obligations under CEQA, with no federal contract administration, payment, invoicing, or evaluation criteria present as this is a local licensing and environmental compliance action, not a federal procurement.
