The City of Los Angeles Department of Cannabis Regulation has issued a determination and approval for commercial cannabis annual licenses to Odin, Inc. for a facility located at 7463 Varna Avenue, Units B, C1, and C2, in North Hollywood, California. The approval grants Distribution (Type 11) and Manufacturing (Type 6) licenses pursuant to Los Angeles Municipal Code Section 104.06. The scope of work for the indoor facility in the Light Manufacturing zone includes manufacturing activities such as ethanol extraction, infusions, prerolls, packaged flower, concentrates, blunts, and labeling, as well as distribution activities encompassing transportation, packaging, labeling, and storage. The project is designated as an environmentally benign infill project and is categorically exempt from the California Environmental Quality Act (CEQA) under Class 1 and Class 32 guidelines, as it is consistent with the General Plan and Zoning requirements and will not expand the existing structural or parcel footprint. The determination was signed on December 10, 2025, and the notice was posted on December 23, 2025. While the applicant is not subject to the Social Equity Program requirements of LAMC Section 104.20, the project remains subject to all other applicable City and State requirements, including permits from the Los Angeles Fire Department, the Department of Building and Safety, and the County Public Health Department.
