The contract involves providing obstetric emergency simulation training for emergency medicine providers across Ohio, with a focus on underserved hospitals in labor and delivery deserts. The initiative aims to enhance providers' ability to recognize, treat, and manage obstetric emergencies, thereby reducing maternal mortality. The project includes delivering specialized training sessions, conducting a train-the-trainer program to promote sustainability, and developing ongoing educational content. Funding for this final year of the DCY project seeks to expand its reach, equipping more hospitals and emergency response teams with necessary skills and resources beyond the project's duration. The solicitation is issued by the Ohio Department of Children & Youth, with an estimated contract value between $500,000 and $2 million, and a response deadline of October 27, 2025. The available documentation indicates that the RFQ emphasizes training delivery and content development but lacks detailed references to specific contract clauses, evaluation criteria, or regulatory clauses. No explicit instructions on proposal format, submission procedures, or administrative requirements are provided in the accessible content. Similarly, there are no identified provisions related to inspection, acceptance, security, key personnel, or special contract terms. The sole supporting attachment appears to be a cost summary spreadsheet, with no other referenced exhibits or appendices. Overall, the contract aims to expand and sustain obstetric emergency training efforts in Ohio, with a focus on underserved areas, but detailed contractual or procedural specifics are not present in the provided documents.

Full Description

The purpose of this RFQ is to solicit proposals for the implementation of Obstetric (OB) Emergency Simulation Trainings for Emergency Medicine Providers. The purpose of these trainings is to improve the knowledge and readiness of emergency medicine providers to recognize, treat, and manage obstetric emergencies. This RFQ seeks to build off the previous years of the current DCY project (described below) by providing more training (specifically targeting hospitals in labor and delivery deserts) on the leading causes of maternal mortality in Ohio, by offering a train-the-trainer session, and by creating sustaining content. The Contractor will use this final year of funding to expand the reach of this DCY project by focusing efforts on equipping more hospitals and emergency response services with the knowledge, resources, and skills to provide OB emergency trainings beyond the length of this DCY project.
