Solicitation # N0038327QAA08
Solicitation NO0383-27-Q-AA08, issued by NAVSUP Weapon Systems Support Philadelphia, is a requirement for the repair, testing, and inspection of the Computer, Fuel Manage (NIIN 015238319, P/N 512010-03-01). The scope of work requires the contractor to return assets to a Ready For Issue condition, specifically including the replacement of all seven transorbs on the internal Fuel Interface Card per Engineering Investigation WC2EI-H1Y-0002-21S. The contractor is responsible for providing all necessary tooling, fixtures, and materials, with a strict prohibition on the use of MIL-W-81381 wire in favor of SAE-AS22759 series wire. Performance is subject to a one-year induction period from the date of award, and the contractor must adhere to specific Repair Turnaround Times and report all transactions via the Commercial Asset Visibility system. The government intends to make a single award based on a best-value determination, prioritizing past performance over price. Technical requirements include compliance with ISO 9001 or SAE AS9100 quality standards and ANSI/NCSL Z540 or ISO-10012-1 calibration standards. Packaging must adhere to MIL-STD-2073-1 and ASTM D3951-18, with marking following MIL-STD-129. Administrative requirements include electronic invoicing through Wide Area Workflow and compliance with various FAR and DFARS clauses, including Buy American and cybersecurity reporting. The contractor is also required to manage Beyond Economical Repair and Missing on Induction determinations through DCMA and the Procuring Contracting Officer.

The Naval Sea Systems Command intends to procure engineering changes to the DDG-51 Ship Class Integrated Bridge and Navigation System (IBNS) on a sole source basis from Northrop Grumman Systems Corporation, 1070 Seminole Trail Road, Charlottesville, VA 22901-2827, under current production contract N00024-19-C-4101. The contract scope changes will include modifications to the performance specification, including the addition of a physical throttle to the Ship Control Console in each IBNS shipset. The added scope will also include the requirement to provide 54 throttle kits for IBNS shipsets previously delivered. It is anticipated that the modification will be awarded around 30 May 2019, with performance concluding four years thereafter. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The consideration of alternate sources for this requirement would result in an unacceptable delay for the source to become familiar with the hardware developed under the contract to date, and that would significantly impact the delivery schedule. Firms interested in subcontracting opportunites should contact Northrop Grumman directly. All inquiries should be e-mailed to Tara Borntreger at tara.borntreger@navy.mil. Contracting office address: N00024 NAVAL SEA SYSTEMS COMMAND, DC 1333 Isaac Hull Avenue S.E. Washington Navy Yard, DC
