The Defense Digital Service is implementing the Civilian Hiring as a Service Pilot Program to modernize how the Department of Defense attracts technical talent from the private sector. Moving away from passive recruitment methods, this initiative focuses on proactive sourcing, initial vetting, and the conversion of high-level technical professionals into civilian roles. The program is specifically designed to supplement existing pipelines like USAJobs and veteran programs by targeting diverse technical communities that are traditionally overlooked by government hiring processes. This requirement resulted in a Multi-Award Indefinite Delivery, Indefinite Quantity contract managed by Washington Headquarters Services. Five vendors were selected for the award: Catch Talent, Comtech LLC, Foxhound Federal, PrishanTek Inc, and TeraSense Inc. The effort operates under NAICS code 561311 to ensure the government can actively compete for and secure the specialized skills necessary for its digital missions.
