REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT NOTICE (SSN). This is a Request for Information (RFI)/Sources Sought Notice (SSN) pursuant to FAR Part 10 (Market Research) and is not a pre-solicitation notice or solicitation for proposals/quotations. This submission shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal solicitation. Your response to this Sources Sought Notice will be treated as information only and part of market research and will not be shared outside of the Government. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This RFI/SSN is being issued by the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Pentagon Directorate on behalf of Commander, Naval Personnel Command (NPC)/My Navy Career Center (MNCC). The NAVSUP FLC Norfolk, Pentagon Directorate is looking to identify potential sources capable of meeting the Government’s minimum requirements for contractor support to provide application upgrade of Personnel Accountability System (PAS) for Navy CAC Program Management Office (CAC PMO) under the cognizance of NPC MNCC. It is expected that this requirement will be solicited as an other than small business procurement, unless information is provided to support soliciting the requirement as a small business set aside would be beneficial. The expected North American Industrial Classification System (NAICS) code is 541512 and the small business standard is $34 million. Included with this RFI is the draft Performance Work Statement (PWS) associated with this effort for reference when responding to this RFI. Firms possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this RFI providing industry feedback to the draft PWS. Submissions are not to exceed two (2) typewritten pages in no less than 12 font size. Any information submitted is voluntary and will be treated as information only and part of market research. The submission should include a capability statement based on the following information and reference N0018926RFI01: 1. Company name, address, and point of contact with corresponding phone number and e-mail address 2. DUNS number, Cage Code, business size and classification, and NAICS Code for this Service Requirement. 3. An indication if the service is available under a GSA Schedule contract or other existing contract vehicle. 4. Any information that is an industry standard and not particular to your company including performance standards and/or practices that may be considered for this requirement. All responsible sources may submit a response which shall be considered by the NAVSUP FLC Norfolk, Pentagon Directorate Philadelphia Contracting Office. Please restrict all responses to non-proprietary information and be advised that all submissions become Government property and will not be returned.
