Death Identification Service Nationwide Solution

The Public Employees Retirement System of Oregon is soliciting a nationwide death identification service to verify the deaths of benefit recipients, alternate payees, and beneficiaries to prevent the overpayment of retirement benefits. The selected vendor will provide an independent third-party death registration source capable of processing monthly batch file fact-of-death queries for approximately 420,000 members and 168,000 benefit recipients, as well as supporting roughly 400 individual searches per month for ten staff members. The contract includes an initial four-year term with optional annual renewals up to ten years. Award will be based on a best value analysis considering price, experience, expertise, availability, and resource capacity. The successful offeror must adhere to strict cybersecurity standards, including alignment with NIST, ISO, or CIS frameworks, and maintain certifications such as SOC 2, ISO 27001, or FedRAMP. Required insurance coverages include Commercial General Liability, Professional Liability, and Network Security and Privacy Liability, each with minimum limits of 1 million dollars per occurrence.
