All deliveries are F.O.B. destination, with contractors responsible for transportation, packaging in standard commercial containers, and proper labeling with purchase order details, commodity descriptions, and item codes without reliance on military standards. The contract enforces strict compliance with confidentiality, data security, and ethical obligations, requiring HIPAA and CJIS adherence if handling protected health or criminal justice information, with mandatory breach notifications within 24 hours and destruction of personal data upon contract termination. Contractors must maintain records for at least three years after final payment and comply with nondiscrimination requirements, annual sexual harassment training, and a prohibition on campaign contributions to state officials. Key personnel assignments require prior state approval and replacement within ten days with equally qualified individuals. All subcontracting and assignment requires written consent, and contractors must certify absence of debarment, suspension, or foreign government influence, with business confidentiality claims subject to review.
