1.0 DESCRIPTION OF REQUIREMENT
The Department of the Air Force at Hill Air Force Base (AFB), Utah, intends to award a firm-fixed-price sole-source contract to Lumen Technologies for a dedicated commercial Internet Service Provider (ISP) connection.
This circuit is required to support standard government operations and must be independent of existing installation infrastructure. The requirement mandates a dedicated, low-latency fiber optic connection with an expedited installation and operational timeline.
The Government anticipates a contract award date in October 2026. The anticipated Period of Performance is one (1) Base Year plus four (4) Option Years.
2.0 STATUTORY AUTHORITY & RATIONALE

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
Firms that believe they can provide the required services in full compliance with the physical infrastructure and expedited timeline requirements must submit a detailed technical capability statement. Responses must explicitly detail how the vendor will achieve on-base termination within the required timeframe without relying on the incumbent's infrastructure.
