Defense Connect Online (Adobe Connect)

This notice of intent is not a request for quotes and no solicitation is available. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives a notice of intent to award this acquisition as a sole source award to Plurality Solutions Inc., 7625 Wisconsin Ave. Suit 300. Bethesda, MD 20814 for the purchase of Defense Connect Online (DCO) II web conferencing virtual classroom service for 25 Instructors and up to 100 participants per instructor. Eaker Center Personnal Professional Development School is currently using DCO II in a lab DCO II (Adobe Connect 9) is an online service that readily crosses Air Force AFNET Firewalls due to being based on the former DISA provided DCO. Other platforms do not meet the Eaker Center's mission requirements because they do not have the following capabilities needed for education: persistence of content (memory/storage content), breakout rooms, presenter only area, recordings, and file transfer capability. DCO II is unique because it is the only current system that has all the requirements optimized for education. A key is persistence (memory/storage) that does not require meeting rooms to be built each time. With multiple webinars (6-10) each week, that would take many hours of labor to create rooms each week. DCO II is built on a 7-year DoD managed service called DCO and operates through AFNET firewalls easily. DCO II collects and saves records of ALL polls, attendance, etc. It is ideal for multiple sessions of a standard classes taught over time (classes average 1200 students per month through Eaker courses). Additonally, for synchronous eLearning, DCO II has a backstage "Presenter Only" area that allow posting of lesson plans for the instructor to follow (which are also retained and available for future classes) and staging of polls and materials to bring into the classroom. The North American Industry Classification System (NAICS) Code is, 334210 and the small business size is, 1000 employees. As implemented by the Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(B), only one source is capable of responding due to the unique or specialized nature of work to satisfy agency requirements. This will be a firm-fixed price contract for base year and one (1) one-year option. If there are any other businesses that can provide the specified services, they must respond to this notice before 09/07/2015 at 2:00pm Central Standard Time (CST). Firms responding to this synopsis are asked to provide the following information in their initial response: company's full name, business size, address, point of contact, and a clear indication as to whether or not they can provide the item the government is seeking. Oral submissions of information are not acceptable and will not be accepted in response to this notice. If no responses are received by the above referenced date/time a sole source contract will be awarded to Plurality Solutions Inc. Contract award is subject to the availability of funds.
