The Defense Support Program (DSP) Sustainment Contract, awarded by the Department of Defense under solicitation 15-072, tasks Northrop Grumman Electronics System with the ongoing maintenance and operation of the DSP satellite constellation. The scope of work encompasses critical services including spacecraft and sensor support, anomaly resolution, infrastructure maintenance, mission threat analysis, training, and on-site support. This effort is managed by the Sustainment Mcpnt Ssc/pkl office located at Peterson Air Force Base, Colorado. The contract was awarded on a sole-source basis under FAR 6.302-1, as the contractor possesses highly specialized qualifications necessary for the continued provision of services. This procurement strategy was implemented to avoid substantial duplication of government costs that would likely result from awarding the contract to a different source. The agreement features a six-month base period beginning April 1, 2015, with four subsequent one-year options, carrying an estimated total value of 45.75 million dollars.

Full Description

The contractor will sustain the Defense Support Program (DSP) satellite contellation by performing required services in the following areas: spacecraft and sensor support, anomaly resolution, infrastructure maintenance, training, on-site support, and mission threat analysis. The contract was awarded on a sole-source basis per FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Specifically, FAR 6.302-1 (a)(2)(iii)(A) states that services may be deemed to be available only from the original source in the case of the follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. See attached sole-source Justification and Approval (J&A) document for complete sole-source rationale.
