NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

REQUEST FOR INFORMATION: This is not a solicitation. This request for information is for informational and planning purposes only. It is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information requested. BACKGROUND: The mission of the Defense Threat Reduction Agency (DTRA) is to safeguard America and its allies from the threat of Weapons of Mass Destruction (WMD). DTRA ensures the United States remains ready and able to address the present and future WMD threat. The Information Integration & Technology Services Directorate (IT) provides the leadership required to enable and transform Information Technology (IT) in support of DTRA's mission. IT ensures that the Agency's Information Resource Management (IRM) strategy is in alignment with DTRA's vision, mission and strategic goals, and that technology is applied to meet mission needs. DTRA maintains many sources of data, in various formatted types, that are structured unstructured, and archived, which reside both internally and externally to the network infrastructure. DTRA requires continued technical support services to support the Enterprise Search capability to capture, index, categorize, correlate, link, integrate, and unify many sources of data. DTRA's Enterprise Search tool provides a capability for rapid data analysis and information searching by indexing all content. This provides a broader and more analytical view of the content through several graphic dashboards that help with making better decisions for responding to Agency Missions. PURPOSE: DTRA is seeking information from industry on capabilities to support the DTRA Enterprise Search (DES) Licenses and Technical Support Services. SCOPE: In accordance with Attachment 1 - Statement of Objectives REQUESTED INFORMATION: Contractors should furnish a White Paper that outlines your organization's concepts and strategies to implement above objective. The white paper should be limited to 15 pages or less. All white papers should be submitted to the points of contact identified within this Source Sought by 4:00PM EST on April 3, 2018. Each paper should include the following information: - Company Name - DUNS Number - CAGE Code - Business Size - Recommended NAICS Code Responders should address the items below: - Describe your firms overall approach - Explain your recommended structure, expertise, and staffing - What significant milestones would you recommend - Provide a list of contract vehicles on which you are currently performing similar services. For each, please include the following information: a. Title of effort b. Name and contact information (telephone and e-mail address) for Government point of contact. c. Contract number d. NAICS Code e. PSC Code (if available) f. Procurement method (full and open, set-aside, etc.) g. Contract Type (FFP, Cost Reimbursement, etc.) h. Award Type (Single or Multiple) i. Contract Period of Performance j. Contract value (ceiling if IDIQ) k. Number of Full Time Equivalents (FTEs) and types of services being provided Any and all information submitted in response to this RFI is strictly voluntary, and in no way obligates the U.S. Government to any type of monetary compensation or otherwise to make a contract award. All data and information submitted shall become property of DTRA. The U.S. Government will permanently retain all data and information received. No classified or confidential information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Any proprietary information should be clearly marked as such.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.

Gigamon Hardware Supply (GigaVUE-HC1 Platform)The contract awards the supply of Gigamon GigaVUE-HC1 hardware appliances to support network visibility initiatives at DTRA Headquarters and DTRA West as part of the SecureNet lifecycle replacement program. These appliances are critical for enhancing traffic monitoring, threat detection, and network analytics across secure defense networks. The delivery is targeted to fulfillment locations at Fort Belvoir, Virginia, with a posting date of June 29, 2026, and the contract is structured as a subcontract under the broader Department of Defense procurement framework. The North American Industry Classification System code 334511 indicates the work involves the manufacturing of computer and peripheral equipment, specifically tailored for advanced network infrastructure needs. The contract supports modernization efforts within DTRA’s cybersecurity infrastructure by replacing aging systems with next-generation hardware that enables deeper packet capture, metadata extraction, and real-time network intelligence. Performance is tied to operational readiness at the designated defense facilities and requires precise alignment with existing network architectures and security protocols. Although no specific award amount or contractor name is provided, the focus on platform compatibility, reliability, and integration within secure environments underscores the mission-critical nature of the hardware deployment. This effort ensures continuity and enhanced capability for DTRA’s network operations under the ongoing SecureNet modernization initiative.
