The Department of the Navy is preparing an Environmental Impact Statement/Overseas Environmental Impact Statement to assess the environmental effects of disposing of the decommissioned and defueled ex-Enterprise (CVN 65), including its reactor plants. The evaluation includes multiple disposal alternatives, such as complete dismantlement at an authorized commercial facility, where the eight reactor plants would be segmented into numerous small containers compliant with Department of Transportation standards for disposal at either Department of Energy or commercial low-level radioactive waste sites. Other alternatives involve partial dismantlement at a commercial site by removing areas outside the naval reactor compartments, with the remaining reactor compartments transported to Puget Sound Naval Shipyard & Intermediate Maintenance Facility for packaging and disposal at the DOE Hanford site. This effort is part of a broader public scoping process with information and opportunities for public input available online. The Request for Information titled "Defueled Ex-ENTERPRISE (CVN 65) Reactor Plant Dismantling and Disposal" (solicitation number N00024-16-R-4212) was posted on May 31, 2019. Contact points for inquiries are provided, including Herbert R. Duff and Contract Specialist Stephanie Little. The project falls under NAICS code 336611 and focuses on the safe and compliant dismantling and disposal of nuclear reactor components from the historic aircraft carrier, ensuring adherence to environmental and transportation regulations throughout the process.

The Department of the Navy (DON) recently announced its intent via the Federal Register at https://www.federalregister.gov/documents/2019/05/31/2019-11221/notice-of-intent-to-prepare-an-environmental-impact-statementoverseas-environmental-impact-statement to prepare an Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) to evaluate the potential environmental impacts associated with the disposal of the decommissioned, defueled ex-Enterprise (CVN 65), including its associated reactor plants. One of the preliminary alternatives under consideration is dismantlement of the ex-Enterprise at an authorized commercial dismantlement facility, including cutting apart the eight reactor plants into segments for packaging into several hundred small containers that meet Department of Transportation (DOT) requirements for subsequent disposal at either a Department of Energy (DOE) and/or commercial low-level radioactive waste facility, similar to the notional project discussed in this RFI. Two other preliminary alternatives under consideration involve partial dismantlement of ex-Enterprise at an authorized commercial dismantlement facility by removing areas of the ship outside the naval reactor compartments. This portion of the ex-ENTERPRISE disposal is similar to the notional project discussed in a previous RFI for Defueled Ex-USS ENTERPRISE (CVN 65) Ship Dismantling [https://www.fbo.gov/spg/DON/NAVSEA/NAVSEAHQ/N00024-14-R-4212/listing.html]. The remainder of the ship containing the naval reactor compartments would then be transported to PSNS & IMF to prepare reactor compartment packages for disposal at the Department of Energy (DOE) Hanford site. For further information on the public scoping process for this EIS/OEIS and this alternative, please visit https://www.CarrierDisposalEIS.com.
