Delaware Army National Guard Mobile Dental On-Site Service

The Delaware Army National Guard is seeking a contractor to provide a fully self-sufficient onsite dental mobile unit to deliver comprehensive dental treatment services to up to 50 soldiers over a two-day drill weekend on August 1–2, 2026, at the Major Joseph R. "Beau" Biden III National Guard / Reserve Center in New Castle, Delaware, with approximately 25 soldiers served per day. The contractor must supply all personnel, equipment, tools, materials, supervision, and nonpersonal services necessary to perform restorative dental care aimed at improving Dental Readiness Classification (DRC), with a performance objective of achieving DRC 2 or better for 95% of treated soldiers. All services must be performed onsite, with no telework permitted, and must comply with stringent standards including SF 603/603A dental forms, DENCLASS and MEDPROS data entry, and Army regulations. The contractor is required to submit real-time or within-five-workdays dental classifications to DENCLASS and provide complete treatment records to the DE ARNG Dental Officer in Charge, while maintaining 24/7 emergency call line availability and ensuring 100% compliance with prescribed treatment and prescription protocols. The contract is firm fixed price and falls under NAICS code 621210, with no set-aside provisions. Proposals must be submitted by July 9, 2026, to the designated address, with payment exclusively processed through Wide Area WorkFlow using DoDAAC codes HQ0670, W912L5, and W56YQQ. The contractor must hold minimum medical liability insurance with a three-year extended reporting endorsement, provide evidence of coverage prior to service commencement, and assume full financial responsibility for any Personally Identifiable Information (PII) breaches. All personnel must be HIPAA-compliant, undergo iWATCH antiterrorism training within 30 days of award, meet Personal Identity Verification requirements, and hold valid Delaware dental licenses if serving in clinical roles. Key personnel listed in Attachment 0003 cannot be changed without prior written approval, and subcontractors are strictly prohibited from accessing MODS.
