Description: DUE TO TECHNICAL ISSUES WITH THE AFWAY PORTAL ALL NETCENTS-2 SOLICITATIONS ISSUED PURSUANT TO FAIR OPPRTUNITY ARE CURRENTLY BEING POSTED ON FBO. ONLY AWARDEES UNTER THE NETCENTS-2 IDIQ CONTRACT WILL BE CONSIDERED FOR AWARD UNDER THIS SOLICITATION. NETCENTS-2 SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. The solicitation document FA8604-18-F-1323, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-99. Reference the solicitation number in the subject line of the RFQ response. This requirement is for the following products: see attached Bill of Materials (BOM) for requirement specifications. This is a Brand Name Only Requirement: see attached redacted J&A. This acquisition is a 100% Small Business Set Aside under Classification (NAICS) Code 334210, Size Standard 1,250. All items must be TAA compliant in accordance with the FAR and DFARS. DPAS rating is DO-A7. NETCENTS-2 pricing is required. Award will be made to the lowest price, technically acceptable, responsive, responsible offeror. Vendors submitting a response to any RFQ that includes a requirement for supplies and/or services that have incurred, or that may incur a lapse in maintenance support, shall include as part of its response any applicable reinstatement fee(s). Quotes are due by 12:00 p.m. EST on 20 September 2019 and shall be emailed directly to roderick.luckie@us.af.mil. Anticipated Award Date is 23 September 2019. Lt Col Brian Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.
