PRESOLICITATION NOTICE:


AFTC/PZZC, 205 West D Ave, Eglin AFB, Florida 32542, intends to issue a sole-source solicitation directly to Delta Information Systems, Inc., for a Digital Video Encoder Firmware Upgrade.  The Government anticipates award in August 2026, of a Firm Fixed Price contract. 


In accordance with RFO 12.201-1(c) and RFO 5.101(c)(4)(vii), this presolicitation notice is being posted prior to issuing a solicitation directly with the supplier.  This notice is NOT a request for competitive proposals, bids, or quotes. A Request for Proposal (RFP) will not be issued. All responsible sources may submit a response in the form of a capability statement which, if received by the response date of this notice, shall be considered by the agency.  Submission of such documents shall be at the interested party's expense. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.


The 896th Test Support Squadron (896 TSS) at Eglin AFB supports the 96th Test Wing (96TW) through designing, installing, and supporting unique airborne instrumentation to generate decision-quality data in support of Developmental Test and Evaluation.


The Delta Digital Video Encoder Model 6008R was selected for the F-16 since it is rugged enough to pass Mil Standards for flight with 8 channels of composite video adherent to IRIG and RCC Standards and interfaces with current aircraft recorder designs.


The 896 TSS requires a modification to the Model 6008R firmware to integrate IRIG-106 Chapter 10 User Datagram Protocol(UDP) capability.  This will enable the ethernet output to interface seamlessly with the input channel of any compliant IRIG-106 Chapter 10 recorder allowing the system to record the 6008R’s video channels natively in the IRIG-106 Chapter 10 standard format.  


In accordance with RFO 12.102(a), it has been confirmed there are no other businesses capable of satisfying this requirement for firmware for Delta's encoders.  Delta Information Systems (Cage 3T573) is the small business manufacturer of the encoders.  The operating firmware required to run and upgrade the 6008R is proprietary to Delta. No other vendor possesses the legal rights, source code access, or proprietary engineering data required to modify the system to natively output the IRIG-106 Chapter 10 standard format.
