The Department of Defense is seeking information for a potential Firm-Fixed Price contract to demolish and remove a three-story dormitory and adjacent parking lot at F.E. Warren Air Force Base in Cheyenne, Wyoming. The project is estimated to cost between $500,000 and $1,000,000 with a 90-day performance period. The scope includes removal and disposal of appliances, demolition of concrete pads, foundation walls, and other below-grade construction, filling voids, capping utilities, hydroseeding disturbed areas, and providing necessary fencing and security during demolition. A critical aspect is the complete asbestos abatement, including floor tiles, with required inspections and testing to identify all asbestos-containing materials. Due to the dormitory's age, lead-based paint is presumed on all painted surfaces, and contractors must either perform a toxicity characteristic leaching procedure or full lead-based paint abatement. Coordination with the Wyoming Department of Environmental Quality for testing and permits is required. The building, constructed in 1957 and renovated in the late 1980s, is primarily made of cinder block and concrete. Interested parties must submit information including their business status under NAICS Code 238910 (Site Preparation), experience relevant to the demolition and abatement work, detailed plans for testing and abatement, and whether they have an in-house abatement crew or subcontract this work. Responses can be sent by mail, email, or fax to the designated contracting officer by March 20, 2013. The contract solicitation was posted by the 90th Contracting Squadron at F.E. Warren AFB, with Jack M. Patton serving as the point of contact. This sources sought notice serves only for information and planning and does not constitute a solicitation.
