The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement for the demolition of 14 buildings at the Beltsville Agricultural Research Center (BARC) in Beltsville, MD. PROJECT SCOPE: Provide demolition of buildings site improvement, and utility connection up to point of utility infrastructure tap, and after removal of demolished material, restoring building sites to natural contours and vegetation. Additional requirement will be for the for the removal and disposal of hazardous material, removal and storage (as Value Salvaged Materials) of reclaimed material, and preparation of documentation for compliance with historical preservation requirements. Contract will include a Base and three Options. Base Demolition of 5 Buildings Hazmat Material Processing on the 5 Buildings Option 1 Demolition of 9 Buildings Option 2 Hazmat Material Processing on 9 Buildings Option 3 Salvage Material Processing The period of performance will be 180 calendar days from Notice To Proceed for the Base. The contract period of performance will be extended 365 calendar days for award of Options 1 and 2 that will be awarded at the same time. IAW FAR 36.204, the magnitude of this project is between $1,000,000 and $5,000,000. SITE VISITS: Site visits are tentatively scheduled for August 20, 2024 at 9:00 AM ET and August 21, 2024 at 1:00 PM ET. The same information will be provided at both site visits, so offerors only need to attend one. The site visit will be held at the project location: 10300 Baltimore Avenue, Building 003, Beltsville, MD 20705. In order to attend the site visit, you MUST pre-register by 4:00 PM ET on August 16, 2024. Pre-register by emailing janie.roney@usda.gov with your company name and the name(s) of the representatives who will attend. For any questions directly relating to the site visit, Janie Roney is to be contacted at (301) 450-2235. Attendees must bring a Government issued photo ID (Real ID) that is current and valid. You are requested to have safety boots as the terrain is uneven in some of the locations and could be muddy in spots. The opportunity to attend the site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the sites which may be helpful in the preparation of offers. Attendance at the site visit is not mandatory for offer submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions and specifications contained and/or referenced in the upcoming Solicitation posting. SOLICITATION PERIOD: A request for proposal is scheduled to release on or about August 9, 2024. Proposals will be due on or about September 9, 2024. REQUEST FOR INFORMATION: All questions regarding the solicitation package once posted must be submitted in writing to the Contract Specialist, Janie Roney, via email to janie.roney@usda.gov. The due date and time for Questions have been tentatively planned with a submission no later than 4:00 PM ET on August 27, 2024. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. SOLICITATION PROCEDURES: The acquisition will be issued as a Total Small Business Set-Aside, Request for Proposal using the Contract Opportunities on the sam.gov website. The NAICS code for this procurement is 238910; Small Business Size Standard is $19 million. Product Service Code (PSC) is P400. A Bid Guarantee, Performance Bond, and Payment Bond will be required. It is anticipated that award will result in a single award firm-fixed price contract. This is an electronically issued acquisition. The solicitation will be available at the Contract Opportunities on the sam.gov website. Offerors are responsible for routinely checking the website for any possible solicitation amendments that may be issued. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database at time of proposal submisison. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Electronic proposals submitted via email is preferred. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced.
