The Virgin Islands National Guard intends to issue a Request for Quotation to VI Oral Surgery, Inc. (CAGE Code: 6WNR3) as a sole source.


The objective of this project is to provide comprehensive military dental services to identify, treat, and resolve dental conditions that could result in a dental emergency or adversely impact a Soldier’s deployability. These services are intended to restore and maintain dental readiness, improve individual Soldier oral health, and enhance overall unit medical and deployment readiness in accordance with Department of Defense and Department of the Army dental readiness standards.


The Army will be ready to deploy, fight, and win decisively against any adversary, anytime and anywhere, in a joint, multi-domain, high-intensity conflict while simultaneously deterring others and maintaining its ability to conduct irregular warfare. Individual Service Member readiness directly affects unit readiness and our ability to meet combatant commander requirements. Additional resources and programs are required to increase the Virgin Islands National Guard (VING) medical readiness. VING leadership requires support to identify and quantify the magnitude and status of medical readiness across all VING units.


Dental Services:


  • Service members with previously identified deployment limiting conditions will be referred to the contractor’s office for treatment. Treatment shall be limited to the procedures previously identified through Military provided dental exam.

  • Contractor and Virgin Islands Army National Guard (VIARNG) shall agree upon the costs associated with providing identified treatment prior to treatment being provided.

  • If the contractor determines changes to treatment plans that will result in changes to costs become necessary, they must be agreed to by either the VIARNG Deputy State Surgeon (DSS), State Surgeon, or State Dental Officer (SDO) or their designee prior to the modified treatment plan being performed.

  • Contractor shall provide updates and documentation to VIARNG as needed to support a current and accurate dental health record in Military databases.
  • Contractor shall not be required to access or upload information into Military databases. All updates of the Soldiers Military record will be performed by VIARNG.

  • Contractor shall ensure each patient receives an initial comprehensive dental evaluation performed prior to initiation of any dental treatment.
