Dental Sterilization AuditsAn advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.1. Definition of the requirement:The Correctional Service Canada has a requirement to conduct annual audits of 10 institutions within the Ontario Region to assess compliance with on site dental sterilization. The work will involve the following:1.1 Objectives:To conduct yearly dental sterilization audits.1.2 Tasks:The Contractor must provide dental sterilization audits in compliance with Canadian Safety Association (CSA) recommendations and guidelines including but not limited to:- Administrative Controls- Cleaning- High Level Disinfection- Sterilization- Purchasing and Reprocessing Instructions- Education and Core Competency1.3 Expected results:the Contractor must immediately communicate to the institutional Chief of Health Care and Regional Manager of Public Health any deficiencies or practises which are likely to harm a patient if changes are not immediately implemented. This may include temporary disruption of services to the population until CSC achieves compliance.1.4 Performance standards:Ensure that the dental suites at Ontario Institutions comply with Canadian Safety Association (CSA) guidelines for the sterilization of dental equipment.1.5 Deliverables:The Contractor must prepare and submit a written report noting compliance and deficiencies to the institutional Chief of Health Care and the Regional Manager of Public Health within 30 days of the audit.1.5.2 Paper consumption:a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).1.6 Constraints:1.6.1 Location of work:a. The Contractor must perform the work at all CSC Ontario Region correctional Institutions (https://www.csc-scc.gc.ca/institutions/001002-0001-en.shtml#o5).b. Travelii. No travel is anticipated for performance of the work under this contract.1.6.2 Language of Work:The contractor must perform all work in English.1.6.3 Institutional Access Requirements Contractor personnel will be escorted at all times by Correctional Service Canada personnel or those authorized by CSC on its behalf.  Contractor personnel must adhere to institutional requirements for the conduct of searches by Correctional Service Canada prior to admittance to the institution/site. Correctional Service Canada reserves the right to deny access to any institution/site or part thereof by any Contractor personnel, at any time.2. Criteria for assessment of the statement of capabilities (minimum essential requirements):Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:Experience: the supplier and its personnel must have a minimum of 5 years documented experience performing Sterilization Audits within the last 8 prior to the ACAN closing date.Academic qualifications:Professional designation, accreditation and/or certification:The supplier’s personnel must be certified by the Certification Board of Infection Control to complete Sterilization Audits in the province of Ontario..3. Applicability of the trade agreement(s) to the procurementThis procurement is subject to the following trade agreement(s):Canada Chile Free Trade Agreement (CCFTA);Canadian Free Trade Agreement (CFTA);Canada Korea free-trade agreement.The procedural requirements of the other international trade agreements will be fulfilled following compliance to the procedural requirements of CFTA, CCFTA, WTO-AGP and/or the CETA.4. Set-aside under the Procurement Strategy for Indigenous BusinessThis procurement is not subject to any set-asides for Indigenous Suppliers.5. Comprehensive Land Claims Agreement(s)This procurement is not subject to a Comprehensive Land Claims Agreement.6. Justification for the Pre-Identified SupplierThe pre-identified supplier meets all of the minimum essential requirements described in this ACAN.7. Government Contracts Regulations Exception(s)The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:(d) only one person is capable of performing the contract.8. Exclusions and/or Limited Tendering ReasonsThe following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified: Canada Chile Free Trade Agreement (CCFTA) Article Kbis-09:b. where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists;Canadian Free Trade Agreement (CFTA), Article 513 (a) if: (b) if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons:(iii) due to an absence of competition for technical reasons;Canada Korea Free-Trade Agreement (revised World Trade Organisation-Agreement on Government Procurement (WTO-AGP) - ArticleXIII)a. where:b. where the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons:iii. due to an absence of competition for technical reasons;9. Ownership of Intellectual PropertyThere are no intellectual property terms in the contract.10. Period of the proposed contract or delivery dateThe proposed contract is for a period of five (5) years, from April 1, 2023 to March 31, 2028 with an option to extend the contract for two (2) additional one-year periods.11. Cost estimate of the proposed contractThe estimated value of the contract, including option(s), is $177,420.85 (GST/HST extra).12.
