The Massachusetts Department of Environmental Protection Bureau of Water Resources is soliciting proposals for Section 319 Nonpoint Source Implementation Program Grants under solicitation number BD-27-1045-BWR00-BWR01-132812. This program seeks eligible entities to implement Best Management Practices to mitigate nonpoint source pollution and restore or protect water quality in accordance with the Clean Water Act and Massachusetts Surface Water Quality Standards. The total anticipated expenditure for the program is approximately 2,500,000 dollars, with individual grants typically ranging from 50,000 to 600,000 dollars. Proposals must be submitted electronically in both Word and PDF formats by October 28, 2026, at 4:00 p.m. EDT. Applications are limited to 12 single-sided pages in size 12 font, excluding supporting materials such as maps, photos, and qualification statements. Award decisions are based on a competitive evaluation scoring up to 125 points, with primary weight given to strategy, community engagement, project viability, and technical management strength. Grantees must comply with various federal and state regulations, including 2 CFR Part 200 Uniform Grant Guidance, Build America Buy America requirements, ADA Title II digital accessibility standards, and state cybersecurity laws. While a non-federal match is not required for this cycle, it may increase a proposal's competitiveness. Final contracts are subject to the signing of the Commonwealth Standard Contract form and the approval of the EPA.

General Info

MassDEP offers $2.5 million in grants for nonpoint source pollution mitigation by October 2026.
