DEP-BWR-NOI-FY27-MS4 Grant ANNOUNCEMENT ONLY

The Massachusetts Department of Environmental Protection is seeking proposals for the FY27 MS4 Municipal Assistance Grant Program to support innovative projects that help communities meet the requirements of the 2016 Small Municipal Separate Storm Sewer System General Permit. This solicitation is open to municipalities in partnership with regional planning agencies, stormwater coalitions, or similar non-profit organizations. Eligible projects include regional initiatives such as mapping software and assessment tools, as well as local projects like the installation of structural stormwater control measures and the development of local regulations. Total available funding is up to 250,000 dollars, with individual grant awards estimated between 20,000 and 75,000 dollars. The period of performance for funded work is from July 1, 2026, to June 30, 2027. Compensation is provided on a reimbursement basis upon the submission of invoices and supporting documentation. Awards are based on application scores, with preference given to projects that provide direct benefits to disadvantaged communities or demonstrate secured matching funds. Applications must be submitted electronically as a Word or PDF file by 5:00 pm E.S.T. on October 9, 2026. Submissions must include a project description, benefit analysis, scope of work, and required attachments such as the application form and a substitute W-9, with a total page limit of ten pages excluding attachments.
