Amendment 0001 to Request for Information 36C79125Q0029 – PAPs 2.0

The initial RFI was utilized to distribute the Department of Veterans Affairs - Positive Airway Pressure Devices and Accessories Recompete Draft RFP, and instructions for industry days meetings to discuss each company’s questions in a dialog between government and industry stake holders. In total, six companies provided questions and attended meetings during industry days.

The purpose of this amendment is to distribute the Q&As proposed by industry and responded to by the government. This is in an effort to remain fair and equitable to all of industry by ensuring all have the same information moving into the formal Request for Proposal in the coming months.

A second draft RFP will not follow the completed industry days. Rather, the government is working to finalize the formal RFP in the coming months. Please do not respond to this amendment to the RFI.

The Department of Veterans Affairs is soliciting proposals under Solicitation Number 36C79126R0011 to establish multiple Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) base contracts for the Electro-Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program. This national program provides FDA-cleared electro-therapeutic devices and accessories to support non-opioid pain management across 168 VA Medical Centers and over 1,000 Community Based Outpatient Clinics. The scope includes portable TENS units, portable Interferential Current (IFC) devices, thermal and non-thermal Short-Wave Diathermy devices, and portable Neuromodulation systems for headache disorders, along with associated accessories such as electrodes and lead wires. All products must be OEM-new, feature a one-year warranty, and meet universal Minimum Technical Requirements, including FDA 510(k) clearance for home use. The procurement utilizes a VA Tiered Set-Aside Evaluation Approach, prioritizing Service-Disabled Veteran-Owned Small Businesses (Tier 1), followed by Veteran-Owned Small Businesses (Tier 2), other small business concerns (Tier 3), and finally other-than-small business concerns (Tier 4). Evaluation is based on a per CLIN/SLIN basis; CLINs X001 through X004 are awarded using the Lowest Price Technically Acceptable (LPTA) methodology, while CLIN X005 is evaluated via a Best Value Tradeoff process weighted at 60% Technical, 25% Price, and 15% Past Performance. Responsive proposals must be submitted electronically by October 30, 2026, at 3:00 PM CDT, and must include a signed SF 1449, a Technical Capability Statement, FDA clearance letters, and required certifications including the Buy American or Trade Agreements certificates depending on the offeror's business size.
