AI Contract Overview
The Department of Commerce is announcing a 10-year procurement strategy for a Cloud Vehicle Blanket Purchase Agreement valued at approximately $4.105 billion, aimed at securing native hyperscale cloud services to support its varied mission needs. The acquisition focuses on meeting highly specialized technical requirements such as massive compute elasticity exceeding 25,000 concurrent vCPUs, global network backbones with more than 100 Tbps of capacity, and particular hardware densities optimized for AI, machine learning, and weather modeling. To ensure direct engineering support and mission success, awards will be limited to Original Equipment Manufacturers acting as Cloud Service Providers, following a Direct-to-CSP approach. This procurement will be conducted through the GSA eBuy platform under the authority of GSAR Subpart 538.71 and is restricted to contractors with an authorized Multiple Award Schedule under SIN 518210C. The notice is provided solely for informational purposes to maintain transparency in the Department’s long-term cloud acquisition plans and does not request quotes, proposals, or feedback. For further information, Eric Olmstead is the primary contracting officer contact for this effort.

2. Direct-to-CSP Approach
Due to highly specialized technical requirements, including massive compute elasticity (25,000+ concurrent vCPUs), proprietary 100+ Tbps global backbones, and specific hardware density for AI/ML and weather modeling, the Department is utilizing a Direct-to-CSP strategy. It is contemplated that to ensure mission success and direct engineering support, only Original Equipment Manufacturers (OEMs) acting as the Cloud Service Provider (CSP) will be eligible for award.
3. Authority
This strategy is being executed via GSA eBuy under the authority of GSAR Subpart 538.71. Participation is restricted to authorized contractors holding a GSA Multiple Award Schedule (MAS) under SIN 518210C.
