Industry Day: A Government-Industry Exchange on Construction Contracting - An Invitation for Industry Partners to Collaborate with the United States Space Force Operational Contracting Enterprise
Solicitation # AFICC_KS_Industry_Day_September_2026
The United States Space Force Operational Contracting Enterprise is hosting an Industry Day on September 14, 2026, in Colorado Springs and via Microsoft Teams to collaborate with general contractors on accelerating construction timelines. The event focuses on the implementation of new, flexible contracting authorities, specifically Other Transaction Authority (OTA) under 10 U.S.C. section 2808a. This initiative aims to bypass traditional FAR-based procurement bottlenecks through Commercial Solutions Openings (CSOs), allowing the government to integrate commercial best practices and innovative building methods to move from concept to capability faster. Budget projections for FY27 through FY31 indicate significant opportunities, with approximately 5.6 billion dollars for MILCON and 3.3 billion dollars for FSRM projects. Under the 2808a authority, awards must be structured as Fixed-Price Other Transactions, such as Fixed-Price Incentive or Fixed-Price Award Fee agreements. Because these OTs lack standard FAR-based protections, the government and industry partners will develop tailored articles to govern disputes, changes, and terminations. The award process is phased, beginning with a white paper evaluation based on relevance and rough order of magnitude pricing, followed by an oral pitch of constructability plans, and concluding with the joint development of a Statement of Work. Evaluation criteria emphasize industrial construction methods, schedule realism, financial health, and adherence to commercial building codes like IBC and NEC, as well as DoD Unified Facilities Criteria. While flexible, these agreements still require compliance with the Davis-Bacon Act, Service Contract Act, Miller Act, and the Buy American Act.

On Tuesday, August 30, 2022, the U.S. Department of Homeland Security (DHS) Office of Small and Disadvantaged Business Utilization (OSDBU) in collaboration with the U.S. Coast Guard (USCG) will host a Vendor Outreach Matchmaking Event (VOME) for the third generation of the National Multiple Award Construction Indefinite Delivery Indefinite Quantity Contracts (NMACC III). This event will focus on matchmaking for small and other than small businesses that provide construction, architectural and engineering, and construction related services. Firms interested in the USCG NMACC III requirement as either a prime or subcontractor for the three pools: Pool #1 - Unrestricted - Full and Open; Pool #2 - Small Business Pool'East; or Pool #3 - Small Business Pool - West are encouraged to register for this event. Prior to registering, firms should review the active NMACC III Opportunity ID 70Z04721RNMACC03 at https://sam.gov/opp/635c68948dce446f9831986a93420b04/view, which includes the Pool #1 draft solicitation, and the Virtual Industry Day recording. The NMACC III VOME will be held virtually to connect businesses in a variety of ways, which includes the discussion of potential subcontracting opportunities; forming joint-venture or teaming partnerships; and facilitating discussions that may lead to mentor-prot'g relationships. This event provides a virtual space where both large and small businesses can present their core capabilities. Each meeting will be 15 minutes established by matching of core competencies and lines of businesses as identified by each firms North American Industry Classification System (NAICS) Code(s). Only those businesses that are primarily engaged in supplies/services under the following NAICS Sector and Subsectors should sign up for this event: 23 - Construction 236 - Construction of Buildings 237 - Heavy and Civil Engineering Construction 238 - Specialty Trade Contractors 532 - Rental and Leasing Services (specifically, those relating to construction equipment rental and leasing services) 541 - Professional, Scientific and Technical Services (specifically, those relating to architectural and engineering services) 562 - Waste Management and Remediation Services (specifically, those relating to environmental remediation services) Registration is open at https://nmaccvome.mbmapp.com/ until 11:59 PM EDT, Friday, August 26, 2022. All firms can begin to request meetings on Friday, August 19, 2022. The delay between registration and the date to request meetings is to allow for a robust database of participating firms. We encourage businesses to upload their capability statements when registering for the NMACC III VOME. Each registrant will request to meet with other businesses that align with services or products they provide or are seeking. Registration does not guarantee a meeting and each business will decide which requests meet their needs by acceptance of the meeting request(s). A valid email address is required in each registration profile that is compatible with various virtual tools (e.g., Zoom, Microsoft Teams, WebEx, etc.). Once your firm receives confirmation of a confirmed meeting from the scheduling site, a follow-up email with the virtual meeting information will be provided. NOTE: If connectivity issues occur using the virtual tools, participants can hold their session telephonically. Rescheduling of missed meetings is the responsibility of the firms effected. Questions on the NMACC III VOME should be sent to contact@example.gov.
