Deregulated Electricity Sourcing Services

The Texas Department of Transportation is soliciting deregulated electricity sourcing services to provide retail electric supply across over 14,000 meters statewide, including streetlights, traffic signals, and facilities. Award is not solely based on lowest price; instead, TxDOT considers life cycle costs, quality, reliability, delivery terms, vendor performance history, and operational impact. Failure to meet pass/fail criteria—such as having a legacy unsatisfactory performance rating or inadequate financial capability—results in disqualification. Significant contractual obligations include maintaining a dedicated English-speaking customer account representative, implementing a disaster recovery plan, and ensuring full compliance with Texas statutes regarding Renewable Portfolio Standards, anti-boycott provisions, employment verification via E-Verify, and prohibitions on human trafficking and conflicts of interest.
