Structural Monitoring Plan Development and ImplementationThe contract entails the development and implementation of a Structural Monitoring Plan aimed at safeguarding bridge integrity throughout and following construction activities through the deployment of real-time data acquisition systems. This subcontract, issued by the Massachusetts Department of Transportation under NAICS code 541330, requires the contractor to design and install advanced monitoring technologies capable of continuously collecting and analyzing structural performance metrics, ensuring immediate detection of anomalies or stresses that could compromise safety or longevity. The work is specifically scoped for performance in District 4, with all systems expected to provide reliable, high-frequency data streams to support informed decision-making during critical construction phases and long-term asset management. The response deadline and posted date are both listed as June 26, 2026, indicating a potential administrative error or a single-phase procurement process, with no set-aside provisions identified. The absence of detailed point of contact information suggests the solicitation may be managed through a centralized bidding platform, with all communications routed via the provided UI link. The contractor must align technical specifications with state and federal infrastructure standards, ensuring seamless integration with existing transportation monitoring networks and delivering comprehensive reports on structural health trends, predictive maintenance needs, and compliance with safety benchmarks established by the Massachusetts Department of Transportation.

The City of Papillion, Nebraska, is soliciting professional design and engineering services for the First Street Trail and Trailhead Project under solicitation number 2026-REQ-067, issued April 29, 2026. The project entails designing a new connector trail running from Washington Street near First Street Plaza to the existing trail at Petersen Fields, enhancing connectivity between the vibrant downtown area, the renovated City Park, and other recreational amenities including the 72nd Street Trail and Sarpy YMCA. The scope includes site planning, conceptual through final design, permitting, construction documentation, and sustainability planning for trail and trailhead facilities located primarily at 431 E. First Street. The work must incorporate ADA compliance, lifecycle cost analysis, and maintenance considerations while mirroring existing design and landscaping elements at First Street Plaza and City Park. The anticipated strong support and grant funding involvement from the Papio-Missouri River NRD highlights the project's regional significance. Proposals are evaluated on a best-value basis centered on technical merit with a 100-point scoring system that emphasizes project familiarity and approach, key personnel experience, firm qualifications, and prior work with the City. Pricing is excluded from the initial evaluation phase and discussed only after selecting the most qualified proposer. Submission requirements include a concise technical proposal limited to 10 pages (excluding resumes and insurance certificates), certification forms, subcontractor disclosures if applicable, and compliance with debarment and suspension mandates via SAM.gov checks. Insurance coverages—general liability, automobile, worker’s compensation, umbrella, and professional liability—are mandated, with the City as an additional insured. The City retains inspection and acceptance authority at the project site, overseeing quality standards in line with applicable state and local regulations, including permitting and ADA accessibility guidelines. The project administration is managed by Tony Gowan (Parks and Facilities Director) and Contract Manager Terri Valquier, with submissions required electronically through the City’s e-Procurement Portal by the May 29, 2026 deadline. No contract value or formal FAR clauses are specified, as this is a municipal professional services solicitation governed by Nebraska state law and local procurement policies rather than federal acquisition regulations.

Full Description

The City of Papillion has had a very strong history of a vibrant trail network throughout the city. The city wishes to add a connector trail from Washington Street, just to the east of the very popular gathering place at the First Street Plaza (102 S. Washington), to the existing trail at the Petersen Fields location (1001 E. First Street). This new trail will connect a vibrant downtown area and a newly renovated City Park, to the east along the northern side of the Papio Creek levee, to the 72nd Street Trail and the Sarpy YMCA. The new parking areas will allow for additional access not only to the trailhead at the 431 E. First Street trailhead location, but also to the downtown area as well, which has seen advanced parking challenges due to the popularity and growth of business in the downtown area. The design of the trailhead should mirror design and landscape elements currently in place at not only the First Street Plaza, but also those of the newly renovated Papillion City Park. We anticipate strong support of this connector by the Papio-Missouri River NRD., not just in concept but also with grant funding.
