The Government of the Kingdom of Morocco, in partnership with the Millennium Challenge Corporation (MCC) of the United States, is implementing a second cooperation program called Compact II, with a total budget of $450 million from MCC plus a minimum 15% contribution from Morocco. This program aims to enhance human capital quality and land productivity through two major projects: "Education and Training for Employability" and "Land Productivity," managed by the Millennium Challenge Account - Morocco (Agence MCA-Morocco). As part of the program, Agence MCA-Morocco is soliciting proposals from legally constituted consulting firms to provide services under two lots: Lot 1 for design and supervision of infrastructure projects, and Lot 2 for design and supervision of environmental and social studies (ESP) projects. The consultancy contracts will be Indefinite Delivery-Indefinite Quantity (IDIQ) agreements active until June 30, 2022, with up to two contracts planned for Lot 1 and up to three for Lot 2. Consultants awarded IDIQ contracts will compete for individual task orders by submitting technical and financial proposals when requested, following MCC procurement guidelines. The selection for the IDIQ contracts themselves will use the Quality Based Selection method. The total budget allocated for these contracts is approximately $3 million, split as $2.1 million for infrastructure and $0.9 million for environmental and social studies. Interested consultants were advised to register by April 2019 and encouraged to attend a pre-proposal conference held both in Rabat and via Zoom. Proposals were to be submitted electronically by April 30, 2019, through dedicated online platforms, with no hard copy or email submissions accepted.
