Design Build Project - Centennial Arts Academy Improvements (Gym & Roof)

The Gainesville City School System is soliciting proposals for Design/Build services for improvements to the Centennial Arts Academy in Gainesville, Georgia. The scope of work includes the installation of a new TPO roof, the renovation and extension of the existing gymnasium to include a new gym within the footprint, and the addition of ALC building controls. These projects are scheduled to be completed during summer breaks to minimize interruptions to school operations. The contract will be structured as an actual cost plus a fixed or percentage fee, not to exceed a Guaranteed Maximum Price, utilizing the AIA Document A133 and A201 standard forms. Work is estimated to begin on January 4, 2027, with the selection of the firm expected by December 3, 2026. The selection process is a two-step evaluation consisting of a qualification-based phase to shortlist two to five firms, followed by a negotiation-based process. To be eligible, firms must pass a minimum qualification screen requiring a current ratio of 1.0 or higher, an Experience Modification Rate of 1.2 or less, sufficient bonding capacity, and valid Georgia business and GC licenses. Proposals are evaluated based on firm suitability, project team and firm experience, the quality of the design and management plan, firm stability, and the fee proposal. Submissions must be delivered in a sealed opaque envelope by December 1, 2026, and must include a technical proposal and a separate sealed fee proposal, with a total page limit of forty double-sided pages.
