Design Engineering And Environmental Services For The Garberville Redwood Drive Complete Streets

Humboldt County Public Works has issued Request for Proposals No. DPW2026-006 for professional engineering, environmental, and landscape architecture services to implement Complete Streets improvements on approximately 0.5 miles of Redwood Drive in Garberville. The project requires the selected consultant to refine existing 30-percent design plans, conduct transportation planning studies, perform intersection redesigns, and develop final Plans, Specifications, and Estimate (PS&E). Key deliverables include environmental documentation meeting NEPA and CEQA requirements, such as a Categorical Exclusion, an Archaeological Survey Report, and a Native American Heritage Commission sacred lands search. All designs must comply with ADA Accessibility Design Guidelines and Caltrans Local Assistance Program Guidelines. The contract requires compliance with California prevailing wage laws, Title VI of the Civil Rights Act of 1964, and various non-discrimination statutes. While no specific DBE contract goals are currently applied due to a US DOT Interim Final Rule, consultants must still adhere to nondiscrimination requirements. The successful firm will be required to provide insurance certificates within ten days of the award and submit itemized invoices in duplicate to the Contract Administrator in Eureka, California.
