AI Contract Overview
The Brevard County School Board owns a 41.85-acre parcel located at the southeast corner of San Filippo Drive, DeGroodt Road, and Hurley Boulevard in Palm Bay, Florida. The site, designated as Port Malabar Unit 30, Tract H, currently lacks utilities, but plans are underway for utility extension coordinated with the City of Palm Bay. The district plans to develop the property with a new middle school, approximately 135,000 square feet across three buildings accommodating 900 students, and a support facility for transportation and maintenance operations, including a repair area, office space, and fueling stations. A conceptual plan has been prepared to demonstrate the feasibility of co-locating these facilities, with the development phased to prioritize the support facility first, followed by the middle school approximately 3 to 5 years later, contingent upon infrastructure completion. The project involves comprehensive design services for the site development, which will include infrastructure such as utilities and stormwater management, to support both the middle school and support facilities. The initial phase will focus on constructing the support facility and necessary infrastructure, with the middle school construction to follow after the support infrastructure is established. This solicitation, posted under number 24-733-Q-HD, seeks qualified design firms to submit proposals in accordance with Florida statutes governing competitive negotiations, with a response deadline of March 27, 2024. The project aims to efficiently develop the site to meet educational and operational needs, with Heidi Dotson serving as the primary contact for inquiries.

Full Description
The District intends to develop the property to include a new middle school (approximately 135,000 square feet – 3 buildings, 900 student stations) as well as a District support facility that includes transportation and maintenance uses (approximately 96’ x 200’ building that includes 96’ x 140’ repair area with the remainder as office space, with diesel and gasoline fueling facility). A concept plan has been developed to show the feasibility of co-locating these uses on this site. (Exhibit 1).
The site development plan will be phased starting with the support facility; however, the site needs to be fully planned and infrastructure constructed to support both uses. The intent is to initially construct the support facility and infrastructure (utilities, storm water management, etc.) and then start construction of the middle school approximately 3-5 years following completion of the support facility.
The purpose of this Request for Qualifications is to solicit competitive sealed proposals to furnish comprehensive design services for the project pursuant to Chapter 1013, Florida Statutes, the Florida Consultant’s Competitive Negotiation Act, Section 287.055 Florida Statutes, and Rule 6A-2.0010, Florida Administrative Code.
