Design Standards & Guidelines Technical Writing & Editing 2027

Seattle Public Utilities (SPU) is seeking qualified consultants to provide technical writing, editing, and formatting services for its Engineering Design Standards and Guidelines (DSG). The DSG document, first developed in 2008 and updated every three years, comprises approximately 19 chapters and appendices encompassing around 2000 pages. Each chapter focuses on specific engineering standards and is managed by an assigned subject matter expert (SME), responsible for content accuracy and revisions. The consultant’s role includes ensuring grammar, readability, formatting consistency, and compliance with ADA accessibility requirements, as well as potentially creating new illustrations and exhibits to support the content. The final deliverables will be individual PDF chapters intended for internal use on the City’s SharePoint site, with redacted versions published publicly online. SPU plans to award a single contract with an estimated value of up to $250,000 to support the 2027 update of these standards. The work will be coordinated through SPU’s Engineering & Technical Services Division, with involvement from SMEs assigned to each chapter. The solicitation was posted in May 2026, with a submission deadline in early June 2026. The contract will be administered from Seattle, Washington, with a designated procurement contact available for inquiries. This project aims to maintain and enhance the clarity, quality, and accessibility of SPU’s critical design documentation to support various engineering services.
