Scope: ON-SITE DESTRUCTION AND DISPOSAL OF SCHEDULE I DRUGS & PARAPHERNALIA The Sacramento Police Department seeks to establish a one-year contract with the option to renew for up to four additional one-year terms for the on-site destruction of Schedule I Narcotics and associated paraphernalia at the Sacramento Police Department Evidence & Property facility.[BP3.1] [AW4.1]The contractor shall adhere to Federal, State, and local laws and regulation, and shall use industry best practices for the destruction of narcotics and the transport of resulting materials for disposal.
Notes: Compliance Standards: Contractor shall demonstrate compliance through submission of applicable certificates, licenses, permits, and/or documented protocols that adhere with the following regulations and standards: A. Drug Enforcement Administration (DEA) regulations as outlined in 21 CFR Part 1300-1399 B. California Health and Safety Code-Division 10 (Controlled Substances Act). C. Resource Conservation and Recovery Act (RCRA) requirements for hazardous waste disposal. D. Occupational Safety and Health Administration (OSHA) standards for handling hazardous substances. E. State Environmental Protection Agency (EPA) guidelines pertaining to disposal of hazardous materials. F. Contractor must maintain all required permits and licenses to engage in the destruction of narcotics and narcotic paraphernalia.
