Full Description

The XVIII Airborne Corps is committed to fostering a culture of continuous improvement and maintaining a competitive edge through the operationalization of tactical innovation. This initiative seeks to embed the necessary skills, processes, and methodologies directly within Division innovation labs, building a sustainable internal capability to solve complex problems from the tactical level up. Currently, the organization lacks a formalized and scalable program for identifying, validating, and seamlessly implementing innovation at the Division level. This capability gap limits the ability of Soldiers to effectively function as tactical innovation officers and constrains the organization's capacity to rapidly address operational challenges through structured innovation approaches. The challenge requires establishing a comprehensive innovation framework that develops proficiency in tactical innovation methodologies, including problem identification, experimentation, modernization pathways, defense acquisition, and program management. The XVIII Airborne Corps seeks a partner to co-develop and deliver a complete training program that will serve as the foundation for this critical capability, combining remote learning over a period of approximately three to four months with a mandatory in-person training intensive during the week of 07-11 December. The program must be collaboratively tailored to align with the Division's specific organizational priorities, operational requirements, and participant experience levels, while ensuring actionable results through practical exercises, facilitation, and follow-through support to carry forward and implement initiatives developed during training.
## Problem Statement
The XVIII ABC currently lack a formalized and scalable program for identifying, validating, and seamlessly implementing innovation at the Division level. Their challenge is to establish a comprehensive innovation framework that equips Soldiers with the skills necessary to become effective tactical innovation officers. They are looking for a partner to co-develop and deliver a program that will serve as the foundation for this critical capability.
## Overall Objective
The overall objective is to operationalize tactical innovation within XVIII Airborne Corps Division innovation labs by establishing a sustainable internal capability to solve complex problems from the tactical level up. This effort aims to enhance mission effectiveness by developing a cadre of Soldiers proficient in tactical innovation methodologies who can systematically identify, validate, and implement solutions to operational challenges. The desired end state is a Division-level innovation framework that continuously improves operational capabilities, maintains competitive advantage, and builds enduring organizational capacity for structured problem-solving through trained tactical innovation officers equipped with skills in problem identification, experimentation, modernization pathways, defense acquisition, and program management.

Market Intelligence Questionnaire JBR041 – Pallet Processing Facility/JBR044 – Rapid Deployment Facility
Solicitation # W911KB29RWP01-A
The U.S. Army Corps of Engineers, Alaska District, is seeking market intelligence for the design and construction of two critical facilities at JBER-Richardson, Alaska, with a combined estimated value of 182.5 million dollars. The first project, the Pallet Processing Facility (JBR041), will be a 52,000 square foot, all-weather, 24-hour operation serving as the sole hazardous cargo processing point and consolidated alert preparation area, featuring NIPR and SIPR connectivity and specialized loading dock capabilities. The second project, the Rapid Deployment Facility (JBR044), will support a Brigade Combat Team (Airborne) and includes a passenger shed for personnel processing and a joint inspection facility equipped with vehicle inspection lanes, an indoor wash rack with an oil-water separator, and 463L pallet storage. Both facilities require specialized cold climate design practices for Climate Zone 7, cybersecurity for four platforms, and integrated building information systems. The anticipated period of performance spans fiscal years 2029 through 2032, with design starting in the first quarter of 2029 and a 24-month construction period beginning in 2030. This current phase is a sources-sought effort to determine the optimal project delivery method, such as Progressive Design-Build, Design-Build to Budget, or CM at Risk, and to evaluate industry capabilities regarding technical approach, past performance, and team integration.
