The Canadian Coast Guard (CCG), Central Region, needs to entrust a creative and illustrative organization with the direction and production of weekly comic strips (CS)and cartoons. These will be used to illustrate messages on various topics, mainly occupational health and safety, in a playful way. The target audience will be all employees in the Central Region of the CCG, working both on ships and on shore-based sites. The supplier must provide text for each CS and cartoon in both English and French. This is a conditional set-aside, meaning if two or more certified indigenous businesses submit a bid, those bids will be evaluated first. If none of them submitted a responsive bid, then bids from non-indigenous bidders will be evaluated. If only one or no certified indigenous businesses submit a bid, then all bids will be evaluated.
