Development Permit Area and Guidelines Update

The Town of View Royal is seeking a consultant for solicitation 2026/P02 to conduct a comprehensive review and update of its Development Permit Areas and guidelines, which have not been updated since 2011. The project aims to create user-friendly, illustrative design guidelines for residential, commercial, and light industrial areas that align with the September 2026 Official Community Plan and comply with the Province of British Columbia's Bill 44 and Bill 47 of 2023. Key deliverables include GIS mapping, 3D massing modeling to test guidelines across various sites, and presentation materials for stakeholders. The project is scheduled to begin in December 2026 and conclude by September 2027. Proposals must be submitted by November 6, 2026, via the BC Bid platform or USB flash drive. The contract will be awarded based on the best value to the Town, and the lowest price will not necessarily be accepted. The successful proponent must maintain professional liability insurance of at least 2,000,000 dollars, be in good standing with WorkSafeBC, and may be subject to security screenings for key personnel. The agreement is governed by the laws of British Columbia and includes a provision allowing the Town to terminate services with five days written notice. All financial quotes must be submitted in Canadian dollars net of applicable taxes.
