Full Title: Development Plan Amendment, Conditional Use Permit Amendment, and Addendum for the Goleta Energy Storage to add battery Augmentation Units ("GES Augmentation Units"); Case Nos. 24-0008-DP(AM) and 24-0003-CUP (AM). NOD associated with an Addendum to a previously approved IS/MND for a 60 MW battery storage facility. The Addendum analyzes the impacts of adding 132 battery augmentation units to the existing site over time. The augmentation units are necessary to maintain the energy goals of the project for the long term and meet the power supply contract requirements of SCE. The GES augmentation units will not have a more significant effect on the environment than previously identified in the adopted IS/MND. Further findings were made pursuant to PRC section 21166 and State CEQA Guidelines section 15162 relating to the subsequent environmental review The Amended Project includes the installation of up to 132 Powerpack 3 augmentation units. The Powerpack 3 augmentation units would be installed on existing concrete pads immediately adjacent to the existing Megapacks. The augmentation units would measure approximately 3.5 feet (43 inches) wide by 5.9 feet (71 inches) deep by 8.25 feet (99 inches) tall and would match the existing Megapack color. One Powerpack includes three independent battery modules. The installation of the 132 Powerpack units would occur in installments of up to 40 units placed at a time. Each installment would take place over a maximum of 30 days. Thus, the construction period for the Amended Project would occur in three to four phases, lasting up to 30 days each. The augmentation units would be necessary to maintain the energy goals of the project for the long term and meet the power supply contract requirements of Southern California Edison for the approved 60 MW facility. The augmentation units are required as part of the Capacity Maintenance Agreement between Tesla and the Property Owner. The installation of the augmentation units was previously contemplated for the Approved Project, but the units were not included nor analyzed in the Approved Project's CEQA review. The concrete pads required to support the augmentation units were part of the Approved Project and have been installed. Therefore, this current request involves City review and approval for placement of the augmentation units on the existing concrete pads located at the Approved Project site.
