The National Eye Institute (NEI) of the National Institutes of Health (NIH) intends to solicit a contract with The EMMES Corporation of Rockville, MD. This requirement is for continued extramural support, including in-place infrastructure, for developing, designing, interpreting, and evaluating existing and new clinical trials, epidemiologic and natural history studies. In addition, it will provide ongoing and new support for outcomes research involving eye diseases and visual disorders and some preclinical studies. The focus shall be on the design of studies and the collection, analyses and interpretation of data emanating from these studies, as well as monitoring the actual recruitment and quality control, providing on site coordinating support, and monitoring patient follow-up. The anticipated period of performance is November 1, 2016 through October 1, 2017. The anticipated contract will comprise one (1), one-year base period and four (4), one-year option periods each of which may be exercised unilaterally by the Government for a potential period of performance of 60 months (November 1, 2016 - October 31, 2021). Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Inherent duplication of cost to the Government that is not expected to be recovered through competition makes competition unfeasible for this solicitation. This is not a request for proposals, proposal abstracts, or quotations and does not commit the Government to any contractual agreement. A Sources Sought Notice, including a draft Statement of Work, had been posted as HHS-NIH-NEI-SS-16-002 on December 1, 2015. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The intended procurement will be classified under NAICS 541712. No collect telephone calls will be accepted.
