AI Contract Overview
The U.S. Department of Veterans Affairs, through Network Contracting Office 23 in Saint Paul, Minnesota, has awarded a sole-source, firm-fixed price contract to Midcontinent Communications for the provision of bundled Cable, Internet, Phone, and Digital Music services at the VA Black Hills Health Care System’s Fort Meade Campus in South Dakota. The award, issued under simplified acquisition procedures per FAR 13.106-1 and utilizing commercial item authority under FAR 12.201-1, was justified due to infrastructure constraints that limit service availability exclusively to this vendor, which is the only provider capable of delivering both DSL internet and traditional cable television at the location. The contract, identified by solicitation number 36C26326Q0673 and award number 36C26326P0492, carries a base value of $209,195.52 and includes four option years, potentially extending the total performance period to five years, though no separate pricing for the option periods is provided. Services are to be delivered directly to patient care areas including MRI rooms and daycare facilities, with performance occurring solely at the Fort Meade Campus, and no physical goods or packaging requirements are involved. The contract is administered by Contracting Officer Alisha Milander, reachable at Alisha.Milander@va.gov, with no designated COR, COTR, or payment office details provided in the award documentation. The acquisition followed non-competitive procedures based on market uniqueness, with no evaluation factors, weights, or risk ratings applied because of the single-source nature of the award. The vendor’s Unique Entity ID is N4D8VXJEB878; no socioeconomic certifications, labor standards, security clearances, or subcontracting requirements are referenced. Proposals were submitted electronically by the May 13, 2026 deadline, with acceptance criteria tied to the Statement of Work and commercial item standards, and inspection and acceptance to be conducted by the Government at the place of performance. No detailed technical specifications, invoicing protocols, accounting codes, or remittance instructions are included in the available documentation.
